The Safety of Your L-Category Vehicle is in Question

European Commission proposes long due Regulation on
type-approval of L-category vehicles

According to ACEM, main approach taken by the European Commission appears sound, but the specificity of the vehicles and appropriate lead-time have not always been properly considered – many crucial technical points remain open.

Brussels, 4.10.2010 – Today the European Commission adopted a long anticipated proposal on new type-approval of L-category vehicles. This proposal makes provisions on many different safety and environmental requirements for a wide range of vehicles such as two- or three-wheel powered cycles, mopeds, motorcycles with and without a side-car, tricycles, on-road quads and mini-cars. The Members of ACEM, the European Motorcycle Manufacturers Association, have been urging policy makers for a regulatory framework with a long-term vision ensuring employment and the competitiveness of the sector in Europe. 

Whilst broadly speaking the main approach of the European Commission appears sound, according to ACEM’s, in its complexity today’s proposal missed out on many important aspects which will need to be carefully considered by Council and European Parliament. These crucial technical points will also need to be addressed in the development of the four additional Regulations announced by the European Commission, which will contain test procedures, technical details and administrative provisions.
 
This regulation falls during a critical time for the motorcycle industry. The economic crisis triggered a drop in registrations of L-category vehicles. In 2010 the EU market has shrunk by one third compared to pre-crisis figures. The first semester of 2010 recorded a -30% compared to the same period of 2008, indicating that this sector is still far from recovery.

In this context, ACEM wishes to underline the utmost importance of the progressive introduction of environmental and safety measures allowing for sufficient lead-time, for new and existing types. This is particularly important given the price impact that the proposed legislative package will have, especially for small and medium displacement vehicles.  

The EC proposed provisions in regards to market surveillance are welcome to safeguard economic operators against unfair competition and, provided they are implemented effectively, will ensure re-establishing a level playing field and preventing non-compliant products from reaching the EU market, while restoring confidence in EU legislation.

The Motorcycle Industry in Europe is looking forward to working with the European Commission, the European Parliament and the Council on this proposal and will release more detailed comments in the coming days.

Stefan Pierer, ACEM President and CEO of Austrian manufacturer KTM Sport Motorcycles stated: “Since 2004 ACEM Members have been at the forefront of road safety, with voluntary commitments on Automatic Headlamp On and Advanced Braking Systems.  In regards to environmental measures, Industry proposals have been laid out already in 2008 presenting the EC with a feasible roadmap.  While the document reflects some of the industry proposals, the addition of some technically unrealistic requirements, which do not take into account current production and market realities, are of serious concern and require further detailed reflections, to ensure competitiveness and employment in the sector.”

  NEW YORK (Sept. 7, 2010) – Metropolitan traffic congestion is an ever-growing concern that perplexes most U.S. cities, frustrating urban planners and residents alike. Increasing the use of two-wheel transportation is a simple alternative to reducing traffic congestion that urban commuters face daily across America.

 For the growing number of residents living in metro Boston looking for the same solution to their in-town transportation challenges, switching to motor scooters is a very appealing option. However, with the switch, urban commuters sometimes find it difficult to locate designated parking areas, which prompted Boston to implement a motor scooter parking program modeled after successful efforts in other major metropolitan cities.

On August 26, the city of Boston began executing a motor scooter and motorcycle on-street parking pilot program to better accommodate two-wheel commuting in the city. Scooter enthusiasts will now find 40 spaces designated for scooter and motorcycle parking throughout the Back Bay area. The spaces are metered and pro-rated with 25 cents buying one hour instead of the standard 15 minutes. For commuters, the meters will be on from 8 a.m. to 8 p.m., and off at nights. Additionally, the parking spots do not have a time limit, eliminating the need to feed the meter.

 “I’d like to congratulate Mayor Thomas Menino on his decision to execute a two-wheel parking program for the city of Boston,” said Paolo Timoni, president and CEO of Piaggio Group Americas, importers of Vespa motor scooters. “With better fuel economy than hybrid cars, scooters are not only a viable solution when it comes to reducing traffic congestion, but equally effective at reducing America’s oil consumption and protecting our environment. With this new initiative, therefore, Mayor Thomas Menino has also taken a concrete step to help Bostonians to reduce their oil consumption and carbon footprint. I can only hope that more cities will follow Boston’s example and offer similar programs for two-wheel commuters.”

 In 2007 Piaggio Group Americas conducted a traffic model study in New York City in response to the growing concerns about traffic congestion.  The results showed by shifting the daytime vehicle mix to 80 percent cars / 20 percent scooters, the following would result annually: 

 A total decrease in delay of more than 4.6 million hours per year – which translates to time savings of nearly 100 working hours per person;

Reduction in carbon dioxide (CO2) emissions by more than 26,000 tons (52,000,000-pounds) per year;

A decrease in fuel consumption by more than 2.5 million gallons per year

A total savings for New York City of more than $122 million per year in fuel and labor productivity.

In addition to Boston, many other US metropolitan cities already have programs and incentives for two-wheel commuters. San Francisco has more than 1,000 designated parking spaces and areas for motor scooters, and several other cities have orchestrated motor scooter commuter days, including Atlanta and Philadelphia. PICKERINGTON, OH – Two-wheel enthusiasts are invited to the American
Motorcyclist Association’s (AMA) Motorcycle Hall of Fame Museum this summer
for the 4th annual Japanese Motorcycle Saturday on June 6, 2009, and the 4th
annual British & European Motorcycle Saturday on August 22, 2009.  Located
on the AMA campus in Pickerington, Ohio, just a few miles east of Columbus,
the Museum is the country’s premier showcase of motorcycling heritage and
history. 

Both events are expected to attract hundreds of riders, and will feature
un-judged bike shows and seminars from collectors and experts.  The 4th
annual Japanese Motorcycle Saturday on June 6 will showcase a wide variety
of motorcycles representing decades of metric design and engineering
ingenuity.  From sportbikes to café racers to tourers, every bike style is
welcome.  Enthusiasts can ride in on a classic Japanese bike or simply stop
by to admire the vintage machines.  Last year a 1983 Honda CB1100R and an
early 1980s Yamaha RZ500 two-stroke were highlights of the event.

Later in the summer, the Museum will host the 4th annual British & European
Motorcycle Saturday on August 22.  Plenty of Ducatis, Triumphs, Nortons,
BMWs, Aprilias, Moto Guzzis and other marques that are sure to impress will
be on display for the event.  The spotlight at British & European Motorcycle
Saturday was stolen last year by the Ducati Riders of Ohio Club, with over
20 members riding in for the event – one on Ducati’s finest, the
Desmosedici.  This year’s showcase promises to feature equally compelling
classics.

Admission for each Classic Motorcycle Saturday event is only $10 and
includes access to all museum exhibits, including “MotoStars: Celebrities +
Motorcycles,” an installation spotlighting a number of the world’s most
well-known enthusiasts, and “Awesome-Ness,” chronicling the career of the
legendary Arlen Ness.

Auction

PICKERINGTON, OHIO – The AMA’s Motorcycle Hall of Fame Museum is offering
enthusiasts the opportunity to add a historic machine to their collection.
Beginning today, January 23, the Museum is auctioning a 1953 Vincent Black
Shadow on eBay.  The auction will run through February 1, 2009.
     
The 1953 Vincent Black Shadow on the auction block was restored by famed
Vincent restorer Mike White of Ontario, Canada, and Brent Mayfield of
Centerville, Ohio.  The 1953 production is fully documented through copies
of factory paperwork, and photos of the machine prior to restoration are
available.  The Vincent was originally purchased by the Museum specifically
for the annual 2008 Motorcycle Hall of Fame Museum raffle.  This year, for
the first time, the winner of the Museum’s raffle chose to accept an
alternate cash prize instead of the motorcycle, allowing the Museum the
opportunity to auction the 1953 Vincent Black Shadow. Riders can log on to

Winning the bike is a perfect way to kick-start 2009, and all proceeds will

Famed Tuner Bill Werner to Lead Program

PICKERINGTON, OHIO – Racing legends Scott Parker and Jay Springsteen will be
the guests of honor at the 21st Annual Motorcycle Hall of Fame Museum
“Friendraising” Breakfast on Friday, March 6, in Daytona Beach, Florida. The
flat track champions will share stories with celebrated Harley-Davidson
tuner Bill Werner, whose skills helped Parker and Springsteen to a number of
their AMA Grand National Championships.

The Museum breakfast, a Daytona Bike Week tradition, allows attendees to mix
and mingle with motorcycling’s biggest names, as well as receive rare inside
look at their lives and careers. The event is open the public and tickets
are $49 per person. All proceeds support the non-profit Motorcycle Hall of
Fame Museum and its mission of telling the exciting stories and preserving
the history of American motorcycling.

The talents and accomplishments of Parker, Springsteen, and Werner have led
each to be inducted into the AMA’s Motorcycle Hall of Fame. Parker, inducted
in 2003, is considered one of the great motorcycle racers in the history of
AMA racing. During his career, Parker was a nine-time AMA Grand National
Champion and set an all-time record with his 94 Grand National Championship
race wins, including 55 AMA National Mile wins and 35 AMA Half-Mile wins.
Parker is also a three-time winner of the AMA Pro Athlete of the Year award.
Like Parker, Springsteen is considered one of the best in AMA racing
history. Inducted into the AMA’s Motorcycle Hall of Fame in 2003,
Springsteen is a three-time AMA Grand National Champion with over 40
National Championship flat track race wins. 

At the 2009 Museum breakfast, Parker and Springsteen will look back at their
astonishing careers through a discussion led by Bill Werner. Werner, one of
the most successful tuners in AMA Grand National racing history, was
inducted into the AMA’s Motorcycle Hall of Fame in 2000. He offers a unique
perspective on the careers of Parker and Springsteen, as he turned the
wrenches for both.

AMA’s Motorcycle Hall of Fame Museum Opens 2009 with Events Celebrating
Classic Motorcycles

PICKERINGTON, OHIO – The AMA’s Motorcycle Hall of Fame Museum invites fans
of vintage machines to rev up for two notable events. The International CBX
Owner’s Association (ICOA) will pay a special visit the Museum on Saturday,
January 24, 2009. Two weeks later, on Saturday, February 7, the Museum will
host the Penton Owner’s Group (POG) for the 8th Annual Penton Day. All
riders are welcome at both events.

The ICOA event on January 24 begins at 9:30 a.m., with a tour of the
Museum’s colorful exhibits, including “MotoStars: Celebrities + Motorcycles”
and “Awesome-Ness,” an installation chronicling the career of legendary
customizer Arlen Ness. The day will continue with a technical session and
presentation by special guest racer Geoff Smale.
Smale is known for a number of racing accomplishments, including becoming
series champion of the British Earlystocks “1300 production” class in 2000
astride a CBX with unmodified displacement. Smale also one of twelve racers
to lap at over 100 mph in a sidecar outfit, both as driver as well as
passenger, during the Isle of Man TT races. The ICOA’s visit to the Museum
will be held in conjunction with the club’s winter tech rally held in
Columbus, Ohio, on January 24 and 25. The ICOA invites all enthusiasts to
join them at the Museum on January 24. The event is free, but regular Museum
